This is my new “go-to” privacy banner plugin. This compliance plugin is very comprehensive, yet easy to use once you get the hang of it. You need to put your Google Analytics code in the “Analytics” cookie category in this plugin’s settings to allow this plugin to toggle it based on user settings.

The plugin creates a cookie popup with an “Accept” button in the lower right corner of the page. Highly rated and easily configurable once you “get it”.
Cookie Notice for GDPR & CCPA
This used to be my go-to cookie compliance plugin. But, as the privacy laws got more complex this plugin got WAY more complex to the point of being super difficult to use.
Ultimate GDPR Compliance Toolkit for WordPress (Paid)
This is a paid plugin, but for only $19, it’s a really comprehensive GDPR solution, especially when it comes to managing cookies. Might be good if you need “industrial strength” GDPR compliance, but I haven’t tested it myself because it looked too complicated.

This is not a plugin, but a service that offers a paid and free privacy policy generator. I’ve used it for my privacy policies.
